Sample Answer:

Nowadays, there is a wide-spread discussion on whether governments should invest in the construction of new railway lines for high-speed trains or invest in improving existing public transport. This essay will discuss both the views, and provide my opinion.

To begin with, the building of new railway systems for faster trains is an expensive and long-term project. It is argued that it could benefit the economy in a number of ways. First of all, it could create jobs for thousands of people for the duration of the construction and operation. Moreover, it could also lead to increased foreign investments and economic growth as it will make it easier for people to travel between cities.

On the other hand, some people believe that the money should be used to upgrade existing public transport. This is because the existing infrastructure is already in place and so it would be a more cost-effective approach. Furthermore, by investing in improving the existing public transport, it could make it more reliable and comfortable for users. This could encourage more people to use public transport, leading to fewer cars on the roads and decreased air pollution.

In my opinion, both of these views have their merits. I believe that governments should invest in both the construction of new railway lines and in improving existing public transport. This is because both approaches could have a positive impact on the economy and the environment. On the one hand, the construction of new railway lines could lead to economic growth and job creation. On the other hand, improving existing public transport could reduce traffic congestion and air pollution.

To conclude, although there is a debate on whether governments should invest in the construction of new railway lines or in improving existing public transport, I believe that both approaches should be taken. This is because both of them could benefit the economy and the environment.
