Sample Answer:
Nowadays, the number of cars increases each year and this leads to the need for the government to spend more money on the development of road systems. Whilst some people believe that the state should pay for this, others believe that drivers should cover the costs. This essay will examine both of these views and will provide its own opinion on the issue.
On the one hand, there are those who argue that the government should take responsibility for the costs associated with building and maintaining roads. This opinion is based on the idea that roads are a public service and, as such, should be provided by the government. Furthermore, they could argue that drivers are already paying taxes which helps to fund the development of roads and so they should not be expected to pay any additional costs.
On the other hand, some people think that drivers should pay for the costs of roads. This opinion could be based on the fact that the increased number of cars on the roads is the reason why more money needs to be spent on the development of road systems. Therefore, it could be argued that drivers should pay for the cost of roads in a direct way, such as through a road tax.
In my opinion, I think that drivers should pay for the costs of roads. The reasoning behind this is that drivers are the ones who are using the roads and so it is only fair that they pay for them. Furthermore, drivers should not expect the government to pay for their roads when they are already paying taxes which contribute to the development of roads.
To conclude, although there are some people who believe that the government should pay for the costs associated with roads, I personally think that drivers should cover the costs. This opinion is based on the idea that drivers are the ones who are using the roads and so they should be responsible for paying for them.
